SummaryThis is a multi-graded career ladder Accounting Technician GS-0525-5/6/7 located in Financial Resources Management Service Division of the VA Puget Sound Health Care System. The incumbent performs a variety of duties in relation to maintaining general ledger and subsidiary accounts for the medical center.ResponsibilitiesResponsibilities are accomplished by utilizing one, or a combination of: manual recording and input,centralized accounting for local management, personnel and accounting integrated data system, integrated funds distribution, control point activity, accounting and procurement(IFCAP), or financial management system (FMS) and other systems as needed. Duties include but are not limited to: Receives, analyzes and classifies all purchase orders, contracts and similar documents for obligation against the medical care and research appropriation funding and the supply funds appropriation. Assigns and validates all obligation documents with the appropriate fund control points, cost centers and subaccounts, limitations, transactions-type codes, and source codes. Reconciles the purchase order control log and the property voucher control log, to ensure all purchase orders, contracts and vouchers issued during each month have been accounted for within Fiscal Service accounting. Receives and classifies 1358s and 1358 increase/decrease change orders on a daily basis, for obligating or adjusting by means of assigning the appropriate purchase order number and transaction codes. The documents are certified as to the availability of funding and accuracy, validity and completeness of the accounting data prior to commitment, and obligation. Matches receiving reports with the original obligation for partial complete liquidation. Checks for completeness of data, to insure that the supplies or services have been receipted and properly signed for, and that they are processes in sufficient time to prevent a discount from being lost. Codes all data from a wide variety of source documents onto the appropriate code sheets, indicating all the necessary data for submission. Makes adjustments for discrepancies, cancels orders, reviews advance payments and overpayments, and processes refunds and collection vouchers. Processes payments to private vendors, on-station employees, inter-agencies and other federal organizations. Reviews documents for follow up action on outstanding obligations. Informs procurement personnel of action to be taken. Reconciles accounts on a monthly rotational basis, to insure validity and accuracy of dollar amounts and accounting data in facility departments and special programs assigned. Work as the station's liaison between vendors and Fiscal Service to resolve and answer questions concerning obligations, payables, and payment inquiries on all types of purchase orders. The request for assistance comes by way of both personal and telephone contacts and letters. Assists the Chief of Accounting and the Cost Accountant in preparation of various reports by making various calculations, gathering costs from various sources, and insuring mathematical accuracy of these reports. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. There are no time in grade restrictions at the GS-05 grade level.For a GS-06 position you must have served 52 weeks at the GS-05.For a GS-07 position you must have served 52 weeks at the GS-06. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. There is no Time in Grade Requirement for a GS-05 position. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing accounting procedures to enter, modify, retrieve, and delete information in general ledger system; maintaining and reconciling general ledger accounts OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the norm. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education post-high school. GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with accounting principles, knowledge of auditing principles and the ability to apply techniques to purchase order and contract provisions and/or change orders; ability to use computerized accounting systems; experience preparing and validating accounting documents (obligations, payables, payments, amendments, adjustments, 1358's) for accuracy, - and performing accounting procedures directly relating to appropriation funding, allotment, obligations and disbursements GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:experience with accounting principles, methods, and procedures experience auditing invoices or other payment documents, as well as experience resolving/adjusting discrepancies within financial accounts, and using business accounting software to input financial data. Knowledge of various accounting and budgeting activities; verifying, inputting, and maintaining accounts and accounting data in the financial system; preparing recurring and special financial reports; performing accounting procedures and techniques to research and resolve rejects and problems; and knowledge documenting correct cost data for all transactions.
