The Pierce County Early Childhood Network(PCECN) is a network of community partners that have come together to improve the wellbeing of children and families in Pierce County. We proudly cultivate community action with over 400 partners. By strengthening connection and collaboration across the county, PCECN has become an essential way of organizing to meet the complex needs of our community.

PCECN is one of 10 regions across Washington that make up the Washington Communities for Childrennetwork. Together, these 10 Regions aim to connect local and statewide efforts to improve the wellbeing of children families and communities. Both PCECN and WCFC use a seven component framework to guide activities: Child Care Voice, Data, Equity, Family Voice, Health Provider Voice, Policy & Advocacy, and Resource Navigation & Access.

PCECN is governed by a Leadership Team, filled by community partners who lead each of the seven component areas. The role of the Regional Lead is to facilitate this cross-sector leadership team, guide group decision-making, and participate on the Washington Communities for Children statewide leadership group as the Pierce County representative. The Regional Lead must build upon the foundation of deep trusted relationships by sharing communications and facilitating connections between local leads and from local leadership to the state team.


PCECN operates with the support of the non-profit organization First 5 Fundamentals (F5F) as its fiscal agent. F5F employs two Project Coordinators for PCECN and other support staff. F5F is looking for a community-based Regional Lead to support the network's regional leadership team, formalize systems, and do future planning around staff capacity needed.

The Regional Lead will be a temporary contract position to be filled between January to June 2023. F5F is currently accepting proposals for individuals to fill the position. The individual filling the role must be licensed to work in the State of Washington as an independent contractor, be willing to obtain a license with the support of F5F, or be employed within an organization doing business in Washington State. If filled within an organization, the contract must clearly outline who in the organization will be responsible for the role and that the contract is non-transferable to other employees, unless specifically authorized by F5F.

Contractor payment will be cost reimbursement, based on the number of hours worked. Contractor must submit monthly invoices which include record of time and effort. A billing form will be supplied to the contractor which includes number of hours worked broken down by activity type. It is anticipated that this position will take about 15-20 hours per week.

The maximum billable amount for the contract is $4,333 per month or $26,000 over 6 months.

There is no typical day. Every day brings new and exciting challenges. To be prepared, the PCECN Regional Lead must be able to do the following:

--- *CENTER EQUITY.* Demonstrate and uphold an ongoing commitment to anti-racism, equity, and social justice.

--- *CHAMPION. *Represent PCECN locally and across Washington State.Clearly communicate the scope of PCECN and our vision to partners and stakeholders.

--- *ENGAGE. *Build and maintain relationships with local and state leadership, and key community stakeholders.

--- *FACILITATE.* Organize and support the All Leads meeting (monthly). Develop strategic agendas, distribute materials, facilitate engaging and dynamic meetings, and oversee post-meeting communications.

o The All Leads meeting is comprised of the action team component team leads, the Project Coordinators, and other Program Managers. Organizations represented include the Tacoma-Pierce County Health Department, HopeSparks, and United Way (South Sound 2-1-1).

--- *DEVELOP. *Facilitate a process for formalizing PCECN operations including but not limited to the development of a charter, decision-making protocols, mission, and vision.

--- *COMMUNICATE. *Maintain constant and consistent communication with the Pierce County Leadership Team and the statewide Regional Leads Team. Must have strong written and verbal communication skills.


--- Proven success leading and managing projects with external partners.

--- Exceptional communication, organizational, and interpersonal skills.

--- Ability to work with minimal supervision in a highly adaptive environment.

--- Ability to interact effectively with diverse groups.

--- Strong strategic thinker with an understanding of systems change.

--- Excellent computer skills, including Microsoft Office.

--- Familiarity with community organizing methods and frameworks such as Liberatory Design and/or Impact Networks

--- Demonstrated commitment to equity, social justice, and anti-racism.


This position is primarily remote with some possible in-person meetings expected in Pierce County. Contractor will have the ability to use office space at First 5 Fundamentals if needed.

Job Type: Part-time

Pay: $3,500.00 - $4,333.00 per month
