About the Military Treatment Facility (MTF):

This Army Medical Center is a system for health with medical facilities in Washington and California serving more than 100,000 active duty service members, retirees and their families. Much like its civilian counterparts, this Army Medical Center is a tertiary care center providing a wide array of medical services, such as general medical and surgical care, patient-centered adult and pediatric primary care, a 24-hour emergency room, specialty clinics, behavioral health and wellness services. The Department of Obstetrics and Gynecology (OB/GYN) at the MTF is dedicated to giving the best possible care to our patients. They provide a complete range of women’s healthcare from initial menses to beginning of motherhood and continued on through menopause and after.

Job Description Specific Tasks

Provide OB/GYN care to eligible military healthcare system beneficiaries. Examine, render a medical assessment of their condition, and take appropriate action.

The OB/GYN HCP providing services under this contract shall have sufficient experience to be able to adequately diagnose, treat, and perform (to include, but not limited to) the following:

Well Woman Screening

Oral Contraceptive Screening and Prescriptions, counseling

Diaphragm Fitting

Evaluation and Treatment of Menstrual Irregularities

Evaluation and Treatment of Vulva, Vaginal, and Cervical Abnormalities

Breast Examination and Breast Masses

Basic Evaluation and Treatment of Infertility

Have sufficient experience to be able to perform the following medical procedures to include, but not limited to:

Cryosurgery

Colposcopy

Endometrial and Cervical Biopsies

Removal of Venereal Warts

Incision and Drainage of Perineal and/or Vulvar Abscess

Removal of Cervical Polyps

Biopsy of Cervix, Endometrium of Vulva

Dilation and Curettage (including Vacuum)

Drainage/Marsupialization of Bartholin Cyst

Venipuncture

Cardiopulmonary Resuscitation (CPR)

The OB/GYN HCP shall provide immediate evaluation and management of emergency patients as they present themselves for care with supervision of residents.

The OB/GYN HCP shall provide definitive medical care to enable patients to safely continue care as outpatients with follow-up as required.

The OB/GYN HCP shall prepare appropriate narrative summaries and patient profile changes.

The OB/GYN HCP shall prepare and document appropriate history, physical examinations, and preoperative diagnoses.

The OB/GYN HCP shall provide, as needed, professional advice, consultations, detailed explanations, analyses, and recommendations to members of the medical staff (e.g., emergencies, questionable cases, etc.).

The OB/GYN HCP shall maintain documentation of all treatment provided in accordance ARs and MTF policies. Ensure all documentation and reports are legible.

The OB/GYN HCP shall deliver routine and Cesarean section births.

The OB/GYN HCP shall schedule surgeries in conjunction with the Department Chief. Perform emergency surgery as required.

The OB/GYN HCP shall remain on duty at the end of the normal daily tour of duty and continue to provide required care during emergencies or when in the process of delivering infants.

The OB/GYN HCP shall become familiar with the hospital formulary. The OB/GYN HCP shall prescribe pharmaceuticals according to the availability of drugs listed therein. The pharmacy service will provide instruction to all prescribing practitioners on substitutability of generic drugs for prescribed drugs. The OB/GYN HCP shall follow the procedures of the MTF when prescribing drugs.

The OB/GYN HCP shall provide OB/GYN services for eligible patients on an appointments basis and walk-in services IAW with MTF policies and procedures. The quality of OB/GYN services shall meet or exceed community standards of professional practice for the health care concerned as determined by the authority that governs military/community medical professionals in the same discipline.

The OB/GYN HCP shall performs accurate history and physical examination on obstetric, gynecologic, and neonatal patients, making critical evaluation of patient's status, establishing diagnoses, recording examination findings and evaluation, and planning and/or providing follow-up care. The OB/GYN HCP shall perform and/or requests laboratory, radiologic and other diagnostic and screening tests, interprets results, assesses specific problems/complications as appropriate, and provides follow-up as needed. Discriminates between normal and abnormal assessments; manages, co-manages, and/or refers appropriately; informs patient/family; and initiates appropriate nursing intervention/medical consultation. Manages the care of the normal antepartum woman through routine assessment of maternal and fetal status, maternal and family counseling and support, and teaching prenatal classes to include orientation, labor preparation and breast-feeding.

The OB/GYN HCP shall manage labor to include initial evaluation/hospital admission, ongoing assessment of maternal and fetal status, labor progress, need for intervention/consultations, and patient/family education and support. The OB/GYN HCP shall provide inpatient obstetrical care including labor management and vaginal delivery. Starts intravenous infusions; selects and administers appropriate analgesia and anesthesia according to protocols; applies external and internal fetal monitoring equipment; performs local and pudendal anesthesia; performs cervical inspections; performs and repairs episiotomies; repairs lacerations associated with childbirth to include fourth degree perennial lacerations; records the labor and delivery, and signs and completes birth certificates. The OB/GYN HCP shall evaluate and manage immediate obstetric complications. The OB/GYN HCP shall initiate and conduct emergency life saving procedures until patient management can be transferred to the consulting physician. Acts as the first assistant to the obstetrician during emergency caesarean sections, obstetric and gynecologic surgery. The OB/GYN HCP shall provide immediate newborn care, initial physical assessment of the newborn upon delivery, evaluation, and resuscitation as needed. The OB/GYN HCP shall manage care of normal newborn including nutrition, elimination and activity. The OB/GYN HCP shall provide postpartum care using a family centered approach. The OB/GYN HCP shall evaluate and manage the normal postpartum period, to include: determining hospital disposition, providing discharge counseling, completing necessary records, and conducting clinic follow-up.

The OB/GYN HCP shall provide for independent management and care of essentially normal women, which also includes the assessment and management of well-woman gynecological care, minor gynecological complaints, menopausal symptoms and family planning.

The OB/GYN HCP shall independently develop and implement innovative and new approaches to improve the quality of family-centered care and the quality and patterns of care given to beneficiaries within the military health care system. The OB/GYN HCP shall develop programs integral to the establishment and expansion of the nurse-midwifery model of care at the MTF, with the goal of retaining or recapturing patients seeking Family-Centered maternity care and nurse-midwifery care. In response to the military-wide Family Centered Care Initiatives, continually seeks to modify and improve local practice patterns, the health care environment, and implement other improvements that result in increase in patient satisfaction. The OB/GYN HCP shall participate in sharing these initiatives with other MTFs in the military health care system. Participates in research projects that improve the health of patients and optimize the safety of the health care system.

The OB/GYN HCP shall provide for education and guidance of medical students, interns and residents in the OB/GYN and Family Practice Programs at the MTF. Provides for the education and training of basic and advanced practice nursing students through affiliations maintained by the MTF. Serves in a teaching capacity in the development of other health care workers as needed.

The OB/GYN HCP shall operate computer terminal for patient care, which includes order entry, laboratory and radiological results retrieval, documentation of patient care and professional communication. Also utilizes computer terminals to input statistical data to include number and type of patient encounters, additional duties, etc.

Qualifications Education

Successfully completed a Doctorate of Medicine (MD) or Doctor of Osteopathy (DO) from a school in the US or Canada approved by a recognizing accredited body in the year of the applicant's application.

Graduates of foreign medical schools are required to possess both a medical license and other certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or 5th Pathway.

OB/GYN Physician must be Board Certified.

Successfully completed a post-graduate medical training program in Gynecology and Obstetrics accredited by the Accreditation Council for Graduate Medical Education (ACGME) or American Osteopathic Association (AOA).

Licensure

Possess and maintain a current unrestricted license to practice as a physician in any of the 50 United States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.

Certification/Registration

Shall have and maintain a current, valid, unrestricted DEA certificate.

Shall possess a Bureau of Narcotics and Dangerous Drugs (BNDD) number as required by state agencies where the provider is licensed.

Have and maintain current Neonatal Resuscitation Program (NRP) certification from the American Heart Association.

Experience

Shall have a minimum of one year experience in an active OB/GYN practice within the last three years working as an OB/GYN Physician.

Inpatient experience is required (1 year in the last 3 years) for on call rotations, residency training counts as experience.
