Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

    The incumbent is assigned to Women's Residential Program (WRP) at VA Puget Sound Health Care System, American Lake Division. This position serves as a Program Coordinator for the Women's Residential Program (WRP) within Community & Residential Care Services, Mental Health Service Line. The WRP Program Coordinator has broad program management responsibilities which include the operation and management of the 18 bed, 24x7 SUD & PTSD residential treatment program. Duties will include:
    • Performs the administrative and personnel management function relative to staff supervised.
    • Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Evaluates staff performance. Develops performance improvement plans, recommending personnel actions as necessary.
    • Incumbent works to resolves staff complaints and grievances. The Social Worker Program Coordinator provides advice and counsel to workers related to work and administrative matters.
    • Invokes disciplinary measures as appropriate.
    • Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of safety regulations. Incumbent provides staff training and development at multiple grade levels.
    • Conducts ongoing reviews and performance appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
    • Coordinates/tracks data related to productivity, timely provision of services, and appropriate documentation of workload.
    • Recognizes gaps in workforce competencies and ensures supervised staff who require knowledge and skill development receive the training necessary to execute their duties. Certifies staff completion of all required annual and ad hoc trainings.
    • Provides consultation/training to internal/external stakeholders on the complex needs of Veterans with PTSD and SUD.
    • Ensures staff supervised are aware of and adhere to all current VHA directives and meet relevant accreditation standards.
    • Provides orientation and training to temporary staff/trainees working on the unit, which may include psychology or social work trainees.
    • Provides clinical supervision to unlicensed social workers working towards licensure.
    • The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews and the development/analysis of information.
    • The incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements.
    • The incumbent performs program analysis, development, review, research, design, and contract work as possible with various agencies (public, DOD, state etc.).
    • Social Worker Program Coordinator is responsible for developing/maintaining standard operating procedures for program.
    • Incumbent will lead and/or facilitate clinical, facility-wide process improvements to address access to and population coverage of substance use disorder treatment reflected in the Strategic Analytics for Improvement and Learning (SAIL) report and relevant hospital performance measures such as consult response, access to care, and bed occupancy numbers.
    • Identifies barriers and implements solutions to improve care coordination post-hospitalization when needed. This role has direct impact on facility SAIL metrics.
    • Incumbent is responsible for oversight and completion of required suspense actions. Incumbent will provide briefing reports to local facility, VISN and National leadership.
    • Incumbent is actively involved with Mental Health and Executive leadership. The incumbent may also assist with other administrative tasks to support the CRCS Section Director, Associate Chief of Mental Health, SW Chief and Mental Health Service.
    • Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component.
    • Responsible for all program planning and development, advising facility and VISN leadership of shifting trends and identifying the need for and making recommendations on program operations or policy changes based on work experiences.
    • Works collaboratively with internal/external stakeholders to expedite service delivery. Includes community partners. Work Schedule: Monday-Friday 7:30AM - 4:00PM

        Basic Requirements:
        • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
          • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. TRANSCRIPTS WITH CONFER DATE REQUIRED.
            • Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.
              • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. - 7403(f).
                May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

                Grade Determinations:

                GS-13 Social Worker (Program Coordinator)
                • Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs:
                  • Skill in coordinating and implementing one or more specialty program(s), across the facility.
                  • Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
                  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
                  • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
                  • Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
                  • Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
                  • Knowledge of organizational structure and impact on program operations. Preferred Experience:
                    • Experience in treatment of substance use disorders and PTSD.
                    • Demonstrated knowledge and experience in delivering evidence based therapy for treatment of substance use disorders and/or PTSD.
                    • Minimum 1 year experience working in Mental Health RRTP.
                    • Minimum 1 year leadership experience. Experience in supervising trainees. References: VHA Handbook 5005, Part II, Appendix G39, Qualifications for Social Workers.

                      The full performance level of this vacancy is GS-13.
