Job Description
Provides contract services leadership for a wide variety of services contracts. Maintains contract oversight for long-term service provider/partnership contracts. Supervises employees who work directly with service providers, vendors, contractors, other outside constituents, and PSE departments to ensure contracts support PSE goals and strategies, and obligations are fulfilled.



Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.
Job Responsibilities


  • Employee Safety, Development & Team Building - Providing employees with coaching, feedback, and developmental opportunities and building effective teams:



    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.



      • Maintains contract oversight for long-term services, service provider/partnership, and other contracts.
      • Provides guidance related to contracting approaches, negotiations, methods, processes and questions as they relate to PSE business and contracting policies and strategies.
      • Works closely with project management teams to ensure contracts support and meet customer needs.
      • Continually identifies opportunities for improvement and keeps current with contracting best practices.
      • Performs other duties as assigned.
        Minimum Qualifications

        • Bachelor's degree in business administration, economics, engineering or related field, or equivalent combination of education and relevant work experience may substitute.
        • 5 years experience in developing and administering complex contracts including knowledge of procurement legal aspects, contracting for services and contract administration process.
        • Contract dispute resolution experience and professional negotiation experience.
        • Strong problem solving and analytical skills in a complex environment, with exceptional skills in MS Office products including SAP (Business intelligence).
        • Demonstrated leadership and teamwork/collaborative skills.
        • Excellent written and verbal communication skills.
        • Ability to work successfully with varying stakeholders representing diverse interests.
        • Strong analytical, organizational, and project management skills.
        • Demonstrated continuous improvement and strong decision making skills.
          Desired Qualifications

          • 10 years experience in contract management, specialist, or administration role.
          • Working knowledge of commercial law and risk management.
          • Utility experience emphasizing planning, gas and electric operations, construction and project management.
          • Masters in Business Administration (M.B.A.) or Law Degree.
          • Completion of the National Contract Management Association (NCMA), Certified Purchasing Manager (CPM) or Certified Commercial Contracts Manager (CCCM) designation, or bar membership
          • Demonstrated management experience or leadership experience.

            The pay range for this position is$78,100.00-$188,800.00, and this position is eligible for annual goals based incentive bonuses.
