In fall 2018, the college opened a food pantry on campus to support students experiencing food insecurity and was recognized by the Harvard Kennedy School for its College Housing Assistance Program, a community partnership that helps students access affordable housing. Position Purpose The Program Manager reports directly to the Director of Corrections and will independently manage key functions related to day to day program support, testing, and administration for Tacoma Community College at the Washington Corrections Center for Women (WCCW) and the Mission Creek Corrections Center for Women (MCCCW). Essential Functions Day-to-day Program Support and Testing * Facilitates, proctors and coordinates testing programs including GED, eCASAS, and Accuplacer testing. Ensure compliance with all applicable laws, policies and professional standards related to testing and assessment. * Develop, manage and maintain testing reports. Tracks tests taken, scores, and certificates. * Manage, update and maintain education information on the Department of Corrections information systems (OMNI). * Collaborate with instructors to coordinate student placement based on test results. * Assure compliance with fiscal accountability for student records. Reconcile monthly GED bill for accuracy and approval to pay. * Manage and monitor data on the GED Manager website providing information to the Director, Campus and SBCTC as needed. * Develop and maintain strong collaborative partnership with DOC and other constituents to recruit, screen and place students into GED sections ensuring maximum enrollment. * Maintains GED callouts for conflicts, attendance, and accuracy. Administrative Functions * Collect and prepare detailed, reports for Director, College and SBCTC * Maintain effective data collection. Manages and monitors data processing for SMS, OMNI, and WABERS for accuracy and timeliness. * Evaluate program activities and accomplishments. Collaborates with Enrollment Coordinator to update drops, transfers, and release lists. * Coordinates and participates in graduation activities * Tracks attendance for DOC (OMNI). * Manages and monitors communication from students, DOC, and stakeholders to TCC Corrections Education * Tracks/monitors projects and staff deadlines, including required professional development (TCC, SBCTC, DOC) and related documentation. * Coordinates with Education Navigator to maintain student records. * Manages special support schedules to include the Student Learning Lab, Navigator Workshops, Student Voice Council, Beta Psi Nu, and staff meetings. * Attends meetings as an education representative of TCC Corrections Education * Provides bi-weekly updates to Director. Skills and Abilities * Promote student access, retention, success, and diversity in support of the mission, vision and core values of the College. * Organization and critical thinking skills to manage and direct the day-to-day operations of programs within the Corrections Education Department. * Use Microsoft Office including Word, Access and Excel with speed and accuracy and demonstrate the ability and willingness to learn new applications. * Extract, organize and analyze data; prepare reports using information processing technology and software. * Set and adapt to changing priorities, solve problems, handle interruptions, meet deadlines, exercise independent judgment, analyze systems, data and situations and recommend changes. * Design and produce professional documents demonstrating ability to interpret report data and conclusions. * Develop team approaches to meeting departmental goalsanddeveloping solutions to faculty and student concerns. * Ability to communicate compassionately with individuals and diverse groups in a culturally responsive manner. * Strong interpersonal skills and ability to effectively communicate and collaborate with students, faculty, staff and external community partners. * Success in establishing and maintaining positive working relationships within a diverse * Ability to analyze and describe both qualitative and quantitative data. Qualifications Minimum Qualifications * Bachelors degree in education, counseling, advising or closely related field from an accredited college or university. * Experience as an educator, trainer in education or student testing. * Proficient with word processing, business software and spreadsheet experience. * Experience in assessment, testing or program evaluation, including reporting outcomes Preferred Qualifications * Masters degree from an accredited college or university * Advanced experience with various computer programs designed for tracking data. * Experience working in a correctional setting or working with at-risk populations, Conditions of Employment * Successful completion of a criminal history background check * Attend and successfully complete the Department of Corrections training (CORE). * Proof of completed COVID-19 Vaccination is required upon hiring and employment at TCC. Terms of Employment This is a full-time exempt position contracted on an annual basis. Renewal of the contract is dependent on funding. Flexibility in scheduling is required to meet the needs of the department. Some evening, off-campus sites, and weekends may be required. The salary range for this position is $55,000 to $60,000 DOE/DOQ per year. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Degrees must be from accredited colleges or universities recognized by the U.S. Department of Education and verified by National Student Clearinghouse. The workplace for this position is located within the Washington Correction Center for Women in Purdy, WA or the Mission Creek Corrections Center for Women in Belfair, WA.These are normally a safe environment; however, the potential for compromise of personal safety does exist.
