Position Summary
Under general direction of the Finance Director, the Budget Specialist is responsible for College Budget functions including possessing a thorough understanding of budget techniques, revenue and expenses, forecasting and reconciliation. The position prepares the annual operating and biennium capital budgets; track, process and reconcile financial commitments and activity on a monthly basis; maintain records and monitor correspondence; develop/prepare reports and related budget management functions.
The Budget Specialist works with complex college information and data, and serves as an expert in the integration and utilization of budget management processes and data analysis. It requires an organized, independent, motivated individual with interpersonal skills, the knowledge and ability to research accounting issues and the ability to independently make decisions. Strong troubleshooting and analytical skills, decision-making ability, accuracy, and excellent general ledger accounting skills as well as good communication skills are needed.
Essential Functions

• Develop the college annual budgets including operating, capital, auxiliaries, and grants and contracts; coordinate the collection and submittal of information within prescribed timelines.
• Collaborate with Directors, budget managers and staff on budget requests and forecasting expenditures making recommendations for changes in budgeting areas. Answer inquiries and investigate discrepancies relating to operating and capital budgets.
• Prepare analysis of revenue projections, budget and expenditure forecasts and analyze historical trends. Analyze FTE and revenue production from new initiatives.
• Recommend changes in existing procedures to improve the budget process.
• Review, analyze, and reconcile monthly transactions relating to capital projects. Review and approve budget actions facilitating capital awards. Prepare payroll transfers for capital projects as needed.
• Review and prepare project accounts for closure of capital projects, resolve cash deficits and accounts receivable issues, resolve outstanding encumbrance or payables issues, process refunds or fund transfers, and prepare correcting journal entries.
• Interpret and apply adherence to institutional, state, and federal fiscal policies.
• Prepare and present the following budget documents for the Budget Book:
• Institutional Overview, Budget Process, and Budget Calendar/Timeline annually.
• Annual Budget Guiding Principles
• Budget Overview including narrative and excel charts.
• Quarterly Budget to Actual analysis
• Multi-year Budgets and forecasting
• Perform related duties as assigned.
  Qualifications
  Minimum Qualifications:
  
• Bachelor's degree in accounting, finance, or a closely related field from an accredited college or university or equivalent experience.
• Three years of recent accounting and budget experience, using accounting-related software.
• Intermediate Forecasting & Modeling experience.
• Intermediate experience using spreadsheet, database, and word processing software functions. Conditions of Employment:

    • Ability to analyze and explain complex accounting and financial issues to non-financial managers.
    • Strong interpersonal skills, including the ability to lead and manage effectively in a collegial environment and in concert with staff, administrators, faculty, students, and the community.
    • Ability to develop custom financial reports for management.
    • Work effectively with a diverse community of individuals representing a wide range of cultural and socioeconomic backgrounds, life experiences and abilities;

      Terms of Employment
      This is a full-time professional exempt position scheduled to work Monday through Friday, 8:00 am to 5:00 pm. Flexibility in scheduling is required to meet business and program needs. Work location is Building 8 on the TCC Main Campus. The salary range for this position is $66,000-$76,000 DOE/DOQ. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.
